Ama Odisha Nabin Odisha: revitalizes with the 5T charge

Odisha government with the aim of revitalizing rural Odisha has started the scheme “Ama Odisha Nabin Odisha” “(Our Odisha, New Odisha) from 10th October 2023, to implement initiatives to enhance rural infrastructure, foster rapid development, and safeguard its invaluable cultural heritage.

The state government has modified the earlier “Ama Gaon Ama Bikash” by giving it a new dimension in the form of “Ama Odisha Nabin Odisha.” Development of digital infrastructure is one of the objectives of the scheme, aiming to empower the villages with internet facilities and also with sports infrastructure, training hubs for SHGs, banking, and digital connectivity.

The scheme was launched with a budget provision of Rs 3,397 crore. A total of 90,723 projects will be implemented in 6,794 panchayats across the state, and an amount of Rs 10 lakh will be allocated for every village, as part of the program.

V.K. Pandian (bureaucrat turned politician) is spearheading the Nabin Odisha scheme along with 5T (technology-led transformative initiatives). Pandian had taken voluntary retirement from All India Civil Service, paving his way to be appointed as the Chairman of 5T.

On the occasion of the launch of the scheme, Chief Minister Naveen Patnaik said that the spread of culture and improvement of modern infrastructure will take our villages to the pinnacle of development. The new wave of development will instill deep confidence in the people of the village. From our strong cultural base, the new Odisha will spread its wings and reach new heights to touch the wide range of modern scientific knowledge and we will build the new Odisha, the Nabin Odisha.

The development of all villages is our goal. There will be a guarantee of development for everyone in the village. Everyone in the village will be guaranteed education and health. Culture will be preserved and modernity will be developed in villages. The developed village will be the identity of modern Odisha, the CM said.

The Initiative to transform Rural Odisha

The 5T initiative in Odisha is an encompassing governance model that stands for Teamwork, Transparency, Technology, Time, and Transformation, launched with the aim of improving governance and ensuring efficient delivery of public services.

Earlier, aligned with the 5T agenda, the Odisha government introduced the ‘Mo Sarkar’ (My Government) initiative in October 2019. This initiative is regarded as similar to the State-level model by Niti Aayog.

Though in 2022, Naveen Patnaik added another ‘T’ for “Tour” into the existing 5T Initiative, creating the 6T-Mantra, through which he urged the ministers to increase their visits, tours and focus on bolstering the grassroots level even more.

The 5T initiative already has laurels to it, whereby 2023 March, 6,872 high schools were transformed, even the Mo Sarkar initiative aimed at transforming the way government services are delivered, with real-time feedback mechanism being one of the most notable features, that initiative also was a way to shift power away from the bureaucracy back to the people and make governance more evidence-based, efficient, and equitable.

Chief Minister Naveen Patnaik has set the following focus points as outcomes of this 5T initiative:

  • An Empowered Odisha – where poverty will be a thing of the past
  • An Empowered Odisha – where women are equal partners in growth and development.
  • An Empowered Odisha – which is inclusive of all vulnerable sections in its landscape of development.
  • An Empowered Odisha—where the dreams of our youth come true.
