In an unusual move, Putin undertakes a rare journey to the Middle East

Escorted by four fighter jets, Russian President Vladimir Putin has made a rare one-day lightning tour to the Middle East during which he visited Saudi Arabia after a short trip to the United Arab Emirates.

Putin landed on Wednesday in Abu Dhabi, the capital of the UAE, which is hosting the United Nations COP28 climate talks. He was escorted to the presidential palace, where he was greeted with a 21-gun salute and a flyby of UAE military jets trailing smoke in the colors of the Russian flag.

The UAE president, Sheikh Mohammed bin Zayed Al Nahyan, called Putin his “dear friend,” at the start of their talks, while the Russian leader praised the relationship between the two countries.

The talks touched on international crises, primarily Israel’s two-month-old war with Hamas, a conflict that has played into his geopolitical aims by distracting Western leaders from the war in Ukraine. Russia is hoping to shore up support in the Mideast from two major oil producers allied to the U.S. as its war on Ukraine grinds on.

He later visited Riyadh to meet Saudi Arabia’s Crown Prince Mohammed bin Salman (MBS), as part of a whistlestop tour in which Moscow hopes to flaunt and continue to foster its close ties with Gulf states as wars rage in the Middle East and Europe. 

The visit marked a rare foreign trip for Putin since the International Criminal Court (ICC) issued a warrant for him for alleged war crimes committed in Ukraine. 

It is important to note that, neither Saudi Arabia nor the UAE has signed the ICC founding treaty, meaning they don’t face any obligation to detain Mr. Putin over the warrant accusing him of being personally responsible for the abductions of children from Ukraine during his war on the country. Putin skipped a summit in South Africa over concerns he could be arrested on arrival there.

The ICC’s arrest warrant has placed significant restrictions on Putin’s ability to travel internationally. He did not attend in person the BRICS summit in Johannesburg in August, since South Africa is a signatory to the Rome Statute.

Putin enjoys good relations with both Gulf states, which have remained neutral over the full-scale invasion of Ukraine, despite Western pressure for them to join sanctions against Russia. This move is very significant for World Politics as the west is growing weaker with regards to fiscal policy and the Dollar $$ specifically is being targeted by China and Russia in the international market.

From the Geo-Political point of view, if Russia somehow figure out a way to get Saudis to help in bringing back the political stability in the Gaza region, then USA’s influence over the middle east will diminish instantly. The US President visited Israel and have called for a truce with two-state solution but that idea did not go well. This will further result in Russia playing a bigger role in proposed trade routes in the region.
