COP28: PM Modi arrives in Dubai to attend World Climate Action Summit

PM Modi arrived in Dubai, UAE, on Thursday, November 30, to attend the World Climate Action Summit today under the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties on climate, known as COP 28.

Prime Minister Narendra Modi will address the COP28 meeting in Dubai today (December 1). He received a warm welcome upon his arrival, the Indian community enthusiastically greeted him with chants of “Modi-Modi” at the airport, excited members of the Indian diaspora, waiting outside a hotel also sang ‘Saare Jahan Se Achha‘ and chanted slogans of ‘Bharat Mata Ki Jai‘, as well as ‘Vande Mataram‘.

PM Modi will address the opening session of the World Climate Action Summit in the United Arab Emirates and participate in the three high-level side events, of which two will be co-hosted by India. During the day, PM Modi will hold seven bilateral meetings on the sidelines of the 12-day Summit.

During his stay here, Prime Minister Modi is also expected to hold bilateral meetings with some of the leaders participating in the summit, including Israeli President Isaac Herzog, UN Secretary-General Antonio Guterres and the newly-elected Maldivian President Mohamed Muizzu.

PM Modi will deliver four speeches and participate in two special initiatives on climate events.

Warm welcome by the Indian Diaspora:

“Landed in Dubai to take part in the COP-28 Summit. Looking forward to the proceedings of the Summit, which are aimed at creating a better planet,” Mr. Modi posted on X on his arrival here.

“Deeply moved by the warm welcome from the Indian community in Dubai. Their support and enthusiasm is a testament to our vibrant culture and strong bonds,” he said in a post later.

Modi calls for supporting developing countries with climate financing and technology transfer:

Before leaving Delhi, the Prime Minister said he was happy to see that this significant event is being held under the Presidency of the UAE, an important Indian partner on climate action.

“In keeping with our civilizational ethos, India has always laid emphasis on climate action even as we pursue social and economic development,” he said.

“During our G20 presidency, climate was high on our priority. The New Delhi Leaders’ Declaration includes numerous concrete steps on climate action and sustainable development. I look forward to the COP28 taking forward the consensus on these issues,” Mr. Modi said in his departure statement.

In his press release statement, the Prime Minister said the COP28 will provide an opportunity to review progress made under the Paris Agreement and chart a path for future course on climate action.

“At the Voice of Global South Summit convened by India, the Global South spoke for the need for climate action based on the principles of equity, climate justice, and common but differentiated responsibilities, as well as a greater focus on adaptation,” Mr. Modi said.

“It is important that efforts of the developing world be supported with adequate climate financing and technology transfer. They must have access to equitable carbon and development space to achieve sustainable development,” he said.

Mr. Modi said he was looking forward to joining special events including on climate finance and green credit initiative.
